If the external hdd is using Bitlocker to Go, I would check the unencrypted drive to see if they backed up the recovery key to a file. I know this isn't much help, but it's worth a shot.

Chestnut Hill College in Philadelphia has a certificate program. IIRC Community College of Phila. has some classes as well.
