Is there a method to generate status reports of issued Legal Holds for all cases in EnCase eDiscovery, or is it generated per case?

Older versions of ECC cannot because the global DB does not query the cases. What version are you on? Best way to know is to read though the user manual pdf (I know, RTFM) but in this case it should tell you.
However, this was a huge request over the years and I think it may (or will) be possible in some of the more recent releases. You should contact your account rep and ask for a solution engineer to discuss this with you. Calling tech support won't get you an answer if nothing's broken.

Got with Guidance on this. I am running v5.9 which does individual case reports. 5.10 can include all cases.
