Can't Get Into Developer Options

I have a Kyocera E6810 with Android 7.1.2, security patch level August 5, 2017, non-rooted. I can't seem to get it enable developer options. You're supposed to tap build number 7 times and the new menu shows up, but its not working. I get the feedback that I'm pressing on build number, but the countdown as you press it saying so many more times until you're a developer never shows up. I found something online saying maybe it has to do with multiple users, but there are not any additional users on the phone. I also found something about the home app launcher, if it is maybe a third party launcher then getting into developer options might not work, checked that and there are no third party launchers. I checked if there is an additional security app that might be locking it down, there is only the Verizon Security & Privacy app, which was not activated, and only scans apps for malware and is a real-time web protection, doesn't lock down the administration of the phone as far as I could tell, no other security apps.

Ok, with all of that, does anyone have any other suggestions to get developer options to appear so I can get this phone in USB Debugging so I can dump it?

The Android version on this device is manufacturer-modified, its not stock Android. Stock means pure Google Android. Every manufacturer can modifiy the Android and customize. Therefore may Kyocera disables DevOps enabling by 5-times Build-clicking.
