General question about data recovery

The OS (XP Home edition) on my Toshiba laptop appears to be on the fritz, as it is giving me an error message (missing or corrupt hal.dll file) when I start it, and I cannot get to my desktop, not even in safe mode. I'm kind of freaking out since I have some very important files on the machine. I spoke with someone who said he could probably get the files off, but that he doesn't do "forensic recovery." He charges $120 per hour and said it could take very little time, or potentially longer depending on what exactly is wrong.

Questions
1. Should I use this guy's services or should I get someone to do "forensic recovery" whatever that is?

2. What is the likelihood of success with forensic recovery and with whatever this guy is doing?

3. How much would forensic recovery cost, and where could I find someone to do it in NYC?

Why do you need a "forensic recovery" if you need data back and there are no physical errors to the drive, only a logical or file structure error then you can take your pick of virtually anyone to do your data recovery.

Save your $120. This is a windows problem, not a disk failure that requires you to spend money.

Thanks for the reply. When I called Toshiba a few days ago, they mentioned booting from the Windows CD, but they said that would erase the hard drive. Were they referring to a different procedure than the one described in the link you provided?

Yes, they were referring to something else. Bootcfg just fixes your windows boot configuration. It doesn't erase the hard drive. I'm not sure what they were referring to, other than reinstalling windows.

What about trying the repair option when booting from the install CD?
